Načelnik Srebrenice zapošljava filozofe, dramske umjetnike i psihologe

SREBRENICA – Načelnik Srebrenice Mladen Grujičić odlučio je da mjesec dana prije izbora opštinski budžet i upravu optereti angažovanjem filozofa, dramskih umjetnika, profesora razredne nastave, psihologa, doktora i drugog osoblja, saznaje portal CAPITAL.

Za opštinske poslove neupotrebljivi visoko obrazovani kadar, bez radnog iskustva Grujičić je već raspisao konkurs.

Traži 18 pripravnika zvanja i zanimanja koja nemaju nikakve veze sa radom u lokalnoj administraciji.

Tako na primjer Grujičić na godinu dana planira da angažuje doktora medicine, višu medicinsku sestru i laboratorijskog tehničara čime će formirati pravi mali zdravstveni tim u sklopu opštinske uprave.

Takođe, potrebna su mu i dva diplomirana psihologa, po jedan istoričar i filozof, profesori razredne nastave i brojni drugi kadrovi,  čiji je angažovanje u administraciji neobjašnjivo poput diplomiranog dramskog  audio-vizuelnog umjetnika.

“Pripravnici će obavljati poslove u svrhu osposobljavanja za samostalan rad u okviru svoje struke i sticanja radnog iskustva za polaganje stručnog/javnog ispita”, stoji u javnom konkursu koji je otvoren do 23. oktobra.

Besmisleno zapošljavanje se vrši uz podršku Zavoda za zapošljavanje Republike Srpske koji u cjelosti ili djelimično finansira plate za pripravnike.

Na pitanje koja će tačno biti zaduženja medicinskog tima u opštinskoj upravi, ali i naprimjer dramskog  audio-vizuelnog umjetnika, Grujičić se nevješto brani da će oni raditi u opštinskim preduzećima, što je suprotno propisima po kojima dobija sredstva od Zavoda za zapošljavanje, ali i samim tekstom konkursa u kojem se precizno navodi da će biti „angažovani u Opštinskoj upravi“.

 “Pripravnici će biti raspoređeni u ustanove za koje su kvalifikovani. Ako je riječ o doktorima oni idu u Dom zdravlja jer su tamo potrebni, a ako su u pitanju profesori biće raspoređeni u škole”, kaže Grujičić.

Međutim, u konkursu koji je on potpisao stoji drugačije. Tu se navodi kako se pripravnici sa visokom stručnom spremom primaju na period od godinu dana, a oni sa višom na devet ili šest mjeseci.

O tome kako vodi ovu izrazito nerazvijenu opštinu najbolje pokazuje negativan revizorski izvještaj u kojem je ukazano na niz nepravilnosti i nezakonitosti.

Kako se može vidjeti u ovom dokumentu, a kako je CAPITAL ranije pisao, Grujičić je bez konkursa i bez jasnih kriterijuma dijelio grantove raznim udruženjima, bez kontrole utroška.

Takođe, iz izvještaja se vidi kako se načelnik nije previše trudio da zaštiti prihode ove lokalne zajednice po osnovu najma. Brojni privrednici po osnovu korištenja opštinskih poslovnih prostora zaključili su ugovore a ostali dužni na hiljade maraka.

Zakon se kršio i u oblasti javnih nabavki. Ugovarali su se poslovi koji nisu planirani, a garancije se nisu uzimale.

Loše vođenje Srebrenice nije smetalo partijama u Republici Srpskoj da ga predlože kao zajedničkog kandidata na lokalnim izborima koji će se održati za manje od mjesec dana.
