PODGORICA – Fokus Vlade Crne Gore u narednom periodu biće na razvojnoj ekonomskoj politici i unapređenju konkurentnosti, rekao je u crnogorskom parlamentu mandatar Zdravko Krivokapić i dodao da je posebno važna konsolidacija javnih finansija i suzbijanje sive ekonomije uz pooštravanje kaznene politike.

Krivokapić je istakao da će fokus, osim nezaobilazne slobode medija i funkcionalnosti pravosuđa, biti i na zdravoj životnoj sredini, doprinosu u borbi protiv naglih klimatskih promjena, adekvatnijoj socijalnoj politici i zapošljavanju.
“Zalagaćemo se za smanjenje troškova u oblasti javne potrošnje, što će podrazumijevati više rada, reda i odricanja od privilegija, podsticanje prerađivačke industrije, proizvodnje hrane, IT sektora, turizma i svih akcija ekonomskog razvoja – onog koji je održiv i inkluzivan, baziran na inovacijama i znanju”, naveo je Krivokapić u ekspozeu.
On je rekao da će se zalagati i za usmjeravanje kapitalnih investicija u strateške prioritete Crne Gore, prije svega u energetsku i saobraćajnu infrastrukturu, unapređenje korporativnog upravljanja državnim preduzećima i njihovu depolitizaciju, promovisanje humane dualne ekonomije, oslonjene na porodična gazdinstva u sektorima poput poljoprivrede, mini-industrije, drvoprerade i turizma, kao i mjere ekonomskog oporavka i podrške oporavku privrede nakon pandemije virusa korona.
“Procjena je da će pandemija dovesti do snažnog pada ekonomske aktivnosti u regionu, četiri do šest odsto, a u Crnoj Gori i znatno više s obzirom na zavisnost od turizma, te nedovoljnu diverzifikaciju ekonomije. Hiljade građana su u opasnosti da izgube posao”, rekao je Krivokapić.
Prema njegovim riječima, dosadašnji ekonomski rast nije bio dovoljno inkluzivan, a stanje u javnim finansijama je zabrinjavajuće.
Krivokapić je rekao da su, osim Sporazuma, koji su lideri tri vladajuće koalicije potpisali, njihovi zajednički imenitelji konsolidacija javnih finansija uz presjek zatečenog stanja nakon preuzimanja vlasti, kao i odlučna borba protiv korupcije i organizovanog kriminala i suzbijanje sive ekonomije uz pooštravanje kaznene politike za krivična djela iz ovih oblasti.
“Procijenjena zaduženja za sljedeću godinu su jasna i biće veća od pola milijarde evra, što svjedoči da nova vlast treba da se suoči sa obavezom pronalaska nedostajućih sredstava“, rekao je Krivokapić.
On je najavio da će Jedan od strateških prioriteta nove vlade biTI suzbijanje i smanjenje obima sive ekonomije kroz, između ostalog, uvođenje obavezne elektronske Fiskalizacije.
“Obavićemo reviziju i preispitivanje svih koncesionih ugovora sa prioritetom ugovora koji su se pokazali kao štetni za prirodne resurse i u kojima je oštećena država. Takođe će se donijeti deklaracija o trajnoj zabrani izgradnje malih hidroelektrana na crnogorskim vodotocima, kao i izmjena Zakona o energetici”, naveo je Krivokapić.
On je zahvalio i svim državama članicama na do sada izdvojenoj hitnoj, najprije medicinskoj, a zatim i finansijskoj pomoći Crnoj Gori namijenjenoj borbi protiv pandemije kovida 19.
“Posebno zadovoljstvo i zahvalnost osjećam zbog predstavljenog Ekonomskog i investicionog plana za zapadni Balkan od devet milijardi evra, koji će EU realizovati u narednom sedmogodišnjem budžetskom periodu. Za Crnu Goru, kao proklamovanu ekološku državu, od velikog značaja biće pomoć za Zelenu agendu, a zatim i za transportnu i energetsku infrastrukturu, digitalizaciju, obrazovanje i inovacije”, rekao je Krivokapić.
On je najavio da će nova vlada nastaviti saradnju s Međunarodnim monetarnim fondom i Svjetskom bankom, kao i da će sprovesti reformu državne uprave, javnih preduzeća i nadoknaditi budžetski deficit racionalizacijom na svakom mjestu.
Krivokapić je dodao da će obaveza vlade biti da na bazi jasnih mehanizama provjeri moćne finansijske interesne grupe i pojedince, kao i da saopšti istinu o tome ko je imao koristi na bazi dogovorene ekonomije, uspostavljenih monopola.
“Naša je obaveza da u okvirima zakonodavstva i pravnog sistema razotkrijemo brojne finansijske i druge afere i da one, u okviru nezavisnog sudstva, dožive svoj epilog, uz odgovarajuće nepristrasno sankcionisanje”, rekao je Krivokapić.
On je najavio i transformaciju javnih preduzeća, koja većinom posluju na granici rentabilnosti ili su gubitaši.
Prema njegovim riječima, nedopustivo je da se u današnjem vremenu ne obezbijede organizacione promjene sa restrukturisanjem, koje će ozdraviti i urediti sistem državnih preduzeća po evropskim standardima.
“Vlada neće vršiti privatizaciju u prvoj godini djelovanja, ali će na osnovu ekonomskih pokazatelja i opšteg interesa napraviti detaljnu analizu i već krajem naredne godine imati jasnu strategiju budućeg djelovanja, koja će konkretno saopštiti najpovoljnija rješenja za buduće djelovanje”, najavio je Krivokapić.
On je podsjetio da su u toku neki tenderi od nacionalnog interesa i koji imaju snažan uticaj na budžet, poput davanja aerodroma pod koncesiju ili Zakona o državnoj pomoći “Montenegro erlajnsu”.
“Nakon što budemo u posjedu svih informacija, kroz detaljnu analizu donijećemo odluku koja bude najbolja za Crnu Goru”, poručio je Krivokapić.
On je saopštio da se Crna Gora trenutno suočava sa najvećim deficitima i da je tu najteže pokrenuti stvari sa “mrtve tačke”, dodajući da će jedan od modela koji će biti primijenjen i model humane dualne ekonomije.
On je dodao da Crna Gora hitno treba da postane država koja privlači investitore sa reputacijom i stručnjake sa znanjem koje nedostaje, što je moguće samo ako im se obezbijede garancije zasnovane na stabilnosti, dobrim zakonima i institucijama kojima se vjeruje.
Prema riječima Krivokapića, neophodno je i otvaranje novih radnih mjesta, za šta su potrebne investicije i investitori, prevashodnu na sjeveru, da bi se ublažila ekonomska diskriminacija i zadržala omladina.
On je najavio da će jedan od prvih projekata biti obuka 500 mladih i talentovanih za potrebe IT sektora, koji bi se ubrzanom specijalizacijom prilagodili raznim mogućnostima te oblasti.
“Ekonomska diplomatija i privlačenje kredibilnih investitora mora biti jedan od zadataka naše spoljne politike. Diplomatsko-konzularna predstavništva će u bliskoj koordinaciji sa resornim ministarstvima biti u obavezi da efikasno i intenzivno promovišu investicione potencijale Crne Gore”, rekao je Krivokapić.
